Outreach Emergency Service Program for Cambodia

Side by Side International

 

The Outreach Emergency Service Program (OESP) is a group of Paramedics and Fire Fighters from Seattle, Washington, U.S.A., with Cambodian born Vuthy Roeun as their president. Their project is to help set up an Ambulance and Fire Rescue program in Cambodia which will include training and providing supplies such as ambulances, fire trucks, firefighting equipment, as well as medical supplies. During their visit to Cambodia in March 2002 they consulted with H.R.H. Prince Norodom Rannaridh.

 

 

 They also met with the National Assembly Secretary General Dr. Kol Peng, advisor to H.R.H. Prince Norodom Rannaridh. (photo below)

Comments from the OESP team:

We witnessed first hand what dangers the Cambodian fire fighters go through when battling a fire (on March 12th).  None of them were well equipped and their equipment failed putting them in danger. Some of them do not have boots but were wearing sandals. Their hose broke right in front of us. Our goal is to have a new fire station in Cambodia that is also a training center with classrooms, a training tower that will allow us to burn it so the students can put out the fire and burn it again.  The fire station will be manned with fire trucks, ambulances and personnel ready to respond at anytime.  There will be fire fighters and medics "living" at the fire station.  This station that we envision is a typical fire station and training center that is the same all over the world (but Cambodia does not have one). We would like to teach their existing fire fighters better techniques in fighting fires.  We will also select candidates and train them to become "medics" so they can work on ambulances.  We plan to execute the program by February of next year.

The Cambodian government likes our project idea because it is completely different and unique.

We have been in communication with Side by Side International for almost a year and they are seeking to help our program. They were the first group to find us an ambulance, and meanwhile Eon August 4, 2002  - they shipped five ambulances to Cambodia in support of our project.
